CITY OF LACEY Civil Engineer - Transportation in LACEY, Washington
BASIC PURPOSE
Under supervision of a Professional Engineer, performs professional-level civil engineering work in connection with a variety of Public Works projects. The Civil Engineer analyzes, researches, plans, and designs municipal structures and systems, reviews development plans, and/or leads technical support staff in the work of the assigned section. Incumbents frequently use professional judgment in analyzing engineering data and system problems. May be assigned to perform limited section supervisory responsibilities. ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties include but are not limited to the following:
General Responsibilities:
- Regularly takes initiative in recommending changes in work methods, policies, and procedures to improve levels of service delivery and improve overall operating efficiencies.
- Monitors day-to-day operations and anticipates and troubleshoots problems where needed.
- Handles complaints and answers questions regarding public facilities.
- Responds quickly and appropriately to citizen inquiries, requests for service, and/or complaints.
- Routinely detects and prevents errors or mistakes that would prove costly or could seriously disrupt a City service or project.
- Performs feasibility studies leading to conceptual designs and preliminary engineering estimates as assigned. Presents project alternatives, if applicable.
- Assesses environmental concerns related to assigned projects and assesses environmental impacts of project alternatives.
- Prepares or assists with preparation of grant applications and supporting studies, documentation, and data on assigned projects.
- May represent the City at inter-agency meetings, Council meetings, committee meetings, or with contractors or citizen groups as assigned.
- May assist in inspection of construction projects for conformance to specifications and preparation of contract pay estimates.
- May assist with construction administration, including in-house and consultant designed projects.
- Uses personal computer to perform engineering tasks. Uses AutoCAD, database, spreadsheet, desk top publishing, modeling, and other software to complete tasks.
- Usually perceives when non-routine activities are required and offers to help without needing to be asked.
- Makes efforts to modify workload to assist with an emergent problem, assignment, or project whenever feasible.
- Works overtime as assigned.
Specific functions within Engineering include, but are not limited to:
Transportation Section:
Reviews plans, specifications, and estimates for municipal transportation and intersection improvement projects. Ensures design meets City, State and Federal standards.
Advertises projects and coordinates with WSDOT for award of federally funded projects.
Under supervision of a licensed engineer, performs engineering services for transportation projects to include writing specifications, preparing plans using AutoCAD, preparing cost estimates, and advertisement to the small works roster.
Assesses environmental concerns related to assigned projects and assesses environmental impacts of project alternatives.
Prepares or assists with preparation of grant applications and supporting studies, documentation, and data on assigned projects.
May represent the City at inter-agency meetings, Council meetings, committee meetings, meeting with private utilities or with contractors or citizen groups as assigned.
Uses personal computer to perform engineering tasks. Uses AutoCAD, Blue
