Do you want to lead the team implementing the most important climate change policy in the U.S. today? Are you seeking a challenging and rewarding job in which you will be directly addressing the climate crisis? Washington's Climate Commitment Act (CCA) is the key policy that will take our state to net zero emissions in the next 26 years, while reducing air pollution, prioritizing environmental justice, and building the green economy of the future. This program is just over a year old and has already generated around $2 billion to invest in reducing emissions and building resilience. After hiring dozens of staff and standing up a successful program in record time, we are looking for an energetic new leader to guide the team through key upcoming milestones such as the first compliance event, linkage negotiations, growing into a stable, long-term program.   This position, the Cap-and-Invest Group Manager (WMS Band 3), is part of the Climate Pollution Reduction Program (CPRP), and is located at our Headquarters Building in Lacey, WA{rel="nofollow"}. Upon hire, you must live within a commutable distance from the duty station.

 

As the Cap-and-Invest Group Manager, you'll oversee Washington's cap-and-invest program and other key components of the Climate Commitment Act (CCA). You'll be charged with making high-profile and high-risk policy decisions as you lead the operation and further development of Washington's market-based program to achieve the state's greenhouse gas (GHG) limits.   In this leadership role, you'll coordinate and oversee the work of the Cap-and-Invest Group's three different sections, as they work together to carry out a broad, market-based regulatory program. Additionally, you'll represent the Department of Ecology in consultation with Tribes, testimony in front of the Legislature, communication with the Governor's office, and engagement with residents of disproportionately impacted communities, businesses, and interested parties in all matters relating to the Climate Commitment Act.  

 

You will serve as a member of the Leadership Team of CPRP, contributing to key policy and operational decisions and interacting regularly with the Program Manager and Agency Director. You will have oversight of approximately 40 staff positions. You will play an important role in helping the program meet its mission to reduce carbon emissions in the state of Washington so residents have a healthy environment and climate.
