Commander, Navy Installations SAFETY & OCCUPATIONAL HEALTH MANAGER in Keyport, Washington

Summary You will serve as a SAFETY AND OCCUPATIONAL HEALTH MANAGER in the Region Headquarters of COMMANDER, NAVY REGION NORTHWEST. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Responsibilities You will use a range of Safety and Occupational Health (SOH) concepts, practices, and regulations to plan, organize, and evaluate SOH programs. You will modify and extend accepted principles and practices and to provide direction to all organizational elements. You will make recommendations for changes in operating policies, procedures, emphasis and staffs for achievement of viable, effective programs and reviews and recommends approval or rejection of formal proposals. You will investigate accidents to determine and analyze contributing factors and establish corrective measures. You will collaborate with management to determine safety training needs and requirements. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using knowledge of Safety and Occupational Health principles, practice, and procedures to develop and implement regional programs requiring the provision of guidance, direction and technical assistance to military commanders, councils, and boards. 2) Evaluate safety and occupational health programs for Federal employees engaged in diverse industrial operations that include high hazard, high-risk construction and maritime occupations having significant potential for injury and death and which expose employees to hazardous physical agents, chemicals, and processes; 3) Using expert knowledge of industrial safety to identify failures in human or equipment performance and recommend control measures as it relates to personal safety; and 4) Planning, organizing, directing, coordinating, and evaluating a fully-developed safety program while advising upper management on courses of action affecting facility operations and the safety and efficiency of personnel with regard to contractor safety.
