Job Description:
L3Harris Technologies is seeking a Subcontracts Lead who will effectively negotiate subcontract agreements and manage subcontractors in support of various programs and new business development opportunities in terms of providing subcontracts pursuit and proposal support within the Mission Networks Business Sector in the Space and Airborne Systems Business Segment. In this role, the Subcontract Manager will be responsible as an individual contributor who will manage specific subcontracts, basic ordering agreements, subcontractor proposal activities and subcontractor relationships and be responsible for effectively working within cross-functional subcontract management teams (which include, engineering, finance, operations, quality, program management, etc.).
Essential Functions:
Leads and manages the overall Subcontract Management process from pursuit and proposal phase to completion of work scope and subcontract close-out. Tasks include development of acquisition strategy and approach, coordination with Engineering on technical requirements, sourcing and development of Requests For Proposals (RFPs) and Statements of Work (SOWs), solicitation, proposal evaluation and source selection / fact-finding / negotiation, subcontract award, management of subcontractor performance and relationships, acceptance of deliverables, invoice payment and subcontract close-out.
Qualifications:
Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience.
In lieu of a degree, minimum of 13 years of prior Subcontracts experience.
Total relevant professional experience to be minimum of 5 years in Subcontract Management, Supply Chain Management or Complex, Custom Item Procurement.
Minimum of 3 years experience in supplier negotiations, subcontractor performance / risk management.
Minimum 5 years’ experience with Microsoft Office Tools – MS Outlook, MS Word, MS Excel (including pivot tables, V-lookup tables), MS PowerPoint.
Preferred Additional Skills:
Possesses clear and effective verbal and written communications skills.
Experience managing subcontracts that include telecommunications services, software development, IT Equipment/Solution providers, complex services, and lease/financing agreement subcontracts.
Successful track record of driving Small Business utilization results.
Experience with and/or knowledge of the FAA’s AMS regulations.
Ability to adapt to a fast-paced, dynamic environment with the ability to prioritize and multi-task.
Demonstrate a strong attention to detail and a high degree of accuracy.
Experience with Agile PDM and CONTROL Material Requirements Planning (MRP) tools and PeopleSoft financial systems.
Advanced understanding to stage program requirements to effectively align with the program execution, structure, and manage deliveries to milestones aligned with Program requirements.
Advanced ability to coordinate cross functionally with Program Management and Contracts to determine the appropriate means of acquisition and develop strategic acquisition solutions spanning from capture to execution.
Advanced knowledge and experience with various contract types (i.e., FFP, Cost Reimbursement, CPFF, CPAF, CPIF, Time & Material, Labor Hour).

In compliance with pay transparency requirements, the salary range for this role is $124,500 - $167,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
