Summary You will serve as a Facilities Construction Specialist in the NUWC Keyport C/102 Infrastructure Division of NAVUNSEAWARCENDIV KEYPORT WA. Responsibilities You will serve as an independent construction manager, with acquisitions knowledge that provides services to all activities in the infrastructure division. You will serve as the technical expert with background in construction management and acquisitions processes. You will provide assistance and technical guidance for the successful development, award, and execution of facility construction projects. You will manage multiple priorities and independently develop and provide technical recommendation/solutions to complex problems. You will communicate and coordinate with other technical and non-technical personnel within other departments, divisions, military, and civilian staff. You will independently develop complete contracting procurement packages for major and minor facility sustainment, repair, modernization, and equipment installation projects. You will visit construction sites to monitor progress and solicit input from the clients. You will provide and brief project status updates to senior personnel. You will prepare contractor performance evaluations and enforce all technical and administrative provisions of construction contracts. You will review statements of work, independent Government Estimates, drawings and other required documents to prepare procurement package requirements are met. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing procurement packages for facility maintenance and modernization projects to include statement of work (SOW) and preparing cost estimates as well as providing oversight of contractor performance and contract execution.
