You will evaluate the need for, and impact of, amendments to solicitations.
You will implement acquisition reform techniques such as commercial contracting, market surveys, draft RFP?s, oral presentations, and evaluates past performance.
You will draft formal acquisition plans, source selection plans, and conducts oral proposals/presentations in complex technical and engineering service requirements.
You will perform detailed analysis of bids or proposals received.
You will analyze price and complex cost data as a necessary, utilizing cost analysis information provided by Defense Contract Audit Agency auditors, full field pricing reviews, and other technical personnel.
You will ensure strict compliance with specifications on sealed bid procurement, and recommending award to lowest bidder providing such compliance.
You will perform a trade-off analysis in complex best value source selections, considering multiple factors such as cost, technical, and past performance.
You will determine price to be fair and reasonable utilizing a broad range of cost and price analysis tools.
You will draft final contract including specifications, packing and shipping requirements, inspection instruction, and all other special and standard clauses.
You will prepare recommendations for award, documenting reasons for decisions including justifying basis for not recommending lowest offer.
You will conduct debriefings after award.
You will respond to inquiries, including formal protests and congressional inquiries.

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. This position allows for substitution of education for experience at the GS-11 level as follows: Ph.D. or equivalent doctoral degree
3 full years of progressively higher level graduate education leading to such a degree
