PERSONNEL REQUIREMENTS 5.1 Training and Qualification The Contractor shall provide appropriately trained and qualified staff to perform the relative scope. The required qualifications are as follows: A. Minimum education of a Bachelor's degree. Buyer accepts education equivalency of two years' experience for one year education. B. Minimum of 10 years of related experience in project controls. Desired Qualifications: C. U.S. citizen, fluent in the English language, able to communicate orally and in writing, and have a basic familiarity with general office procedures. D. Minimum of 5 years of experience (within last 3 years) working in Primavera P6. E. Minimum of 5 years of experience (within last 3 years) working in Deltek Cobra and Microsoft Excel, or similar cost baseline programs. F. Minimum of 5 years of experience in long range performance measurement baseline planning and near-term field execution planning with project scheduling utilizing various project controls tools. G. Minimum of 5 years of experience developing project/program schedules and performing cost/schedule analysis; including knowledge and experience in planning, program/project baseline development, reporting, change management and Earned Value Management (EVM).
