Summary About the Position: Exercises initiative, resourcefulness, and sound engineering judgment as a technical expert and advisor regarding all low-voltage electrical features on construction projects under the jurisdiction of Construction Division. For the GS-11: One year of specialized experience which includes four (4) or more of the following; (1) reviewing contract plans and specifications to analyze low-voltage electrical feature details from both design and construction viewpoints, (2) providing advice and assistance to key personnel on electrical features of military and civil works construction projects, (3) providing administrative and technical support, (4) performing electrical and related field inspections of construction activities, (5) applying regulations, policies and procedures related to construction engineering practices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). For the GS-12: One year of specialized experience which includes five (5) or more of the following; (1) reviewing contract plans and specifications to analyze low-voltage electrical feature details from both design and construction viewpoints, (2) providing advice and assistance to key personnel on electrical features of military and civil works construction projects, (3) providing administrative and technical support, (4) performing electrical and related field inspections of construction activities, (5) applying regulations, policies and procedures related to construction engineering practices, (6) preparing estimates for work to be performed, (7) negotiating contract pricing, materials, wage rates, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications Contracting/Procurement Electrical Engineering Technical Competence Technical Reviews Time in Grade Requirement for the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10). Time in Grade Requirement for the GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Construction, Engineering, Infrastructure Career Field position. Salary includes applicable locality pay or Local Market Supplement. Management may select at any of the grade levels announced. Noncompetitive promotion potential to target grade of GS-12. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
