Bureau of Reclamation Lead Construction Control Representative in Grand Coulee, Washington

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Lead Construction Control Representative. Duty Location: Grand Coulee, Washington https://www.usbr.gov/pn/about/hr/area-information.html Responsibilities Works with electrical and/or mechanical construction principles including- hydroelectric, water control, water conveyance, power generation, cranes, pumps, valves, hydraulic systems, elevators, fish passage and associated problems. Sets specific priorities for a team of Construction Control Representatives, carries out assignments independently, resolves most conflicts and directs, monitors, and coordinates construction work as a Subject Matter Expert. Reviews construction draft specifications to ensure design compatibility with existing and future installations, assess contractor submittals for compliance with codes and regulations, and conduct inspections of completed work. Makes an objective analysis and evaluates electrical and/or mechanical construction issues to consider various possibilities and consequences, exercise judgment in making informed decisions to perform work, and lead team members in performing assignments/projects. Prepares reports and maintains records of work accomplishment and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information to the Resident Engineers and Grand Coulee Field Office Manager. To qualify at the GS-12 grade Level: applicants must possess a minimum of 1 year of specialized experience equivalent to a GS-11 grade (or equivalent) level. Specialized experience is defined as ALL of the following (a) experience with construction installation, maintenance, testing, or inspecting of construction projects or working with major electrical equipment or machinery which includes pumps, turbines, cranes, elevators, motors, and other hydro-electric appurtenances; (b) interpreting construction plans and specifications; and inspecting materials, workmanship, and ensuring adherence to safety requirements; and (c) overseeing a successful construction, inspection, repair, or rehabilitation of major civil, electrical, or mechanical projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. Additional Information Permanent Change of Station (PCS) expenses are authorized with the exception of the Guaranteed Home Sale Provision or first-post-of-duty relocation expenses are authorized, as applicable.
