The primary purpose of this position is to serve as the Personnel Recovery Academy (PRA) Training Operations (TO) lead training manager; administer all non-supervisory aspects of the branch training program balancing effectiveness and efficiency to meet PRA requirements. Advise leadership on all aspects of instructor training program. Responsibilities Program administrative responsibility involves oversight of training and development for assigned military, civilian, and contract personnel. Reviews, policies, procedures, organizational objectives, and organizational design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment. Analyzes trends and evaluates program effectiveness in meeting organizational goals, objectives, and requirements. Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of training and support operations in meeting established goals and objectives. Serves as Team Lead by communicating assignments, maintaining team goals and objectives, and observes and coaches employee activities and work progress. Leads workgroups and teams to identify training deficiencies, develop solutions, meet organizational goals, and design/revise training program to meet validated requirements. Develop solutions to meet training requirements. Identifies performance, knowledge, and/or skill gaps and develops solutions, either internal or using external resources, to address identified shortcomings and ensure organizational goals and/or training requirements are met. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions and Individual Occupational Requirements for Training Instruction Series 1712. Salary Ranges includes local market supplement This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of training administration, policies, and procedures including the ability to evaluate, improve, and draft training plans and programs; manage training records and provide reports on individual training progression. Knowledge of adult learning principles and the principles, practices, and techniques of instruction as well as skill in developing course materials and presenting formal and informal course briefings. Knowledge of qualitative and quantitative techniques to plan, schedule, and conduct projects and studies including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions to identify gaps, develop solutions, and measure/improve training program effectiveness. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of training administration, policies, and procedures including the ability to evaluate, improve, and draft training plans and programs; manage training records and provide reports on individual training progression. 2. Knowledge of adult learning principles and the principles, practices, and techniques of instruction as well as skill in developing course materials and presenting formal and informal course briefings. 3. Knowledge of qualitative and quantitative techniques to plan, schedule, and conduct projects and studies including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions. 4. Skill in designing and conducting comprehensive training programs as well as preparing solutions to resolve substantive problems and issues of effectiveness and efficiency related to training programs and their application. 5. Skill in adapting analytical techniques and evaluation criteria to measure/improve program effectiveness/organizational productivity as well as an ability to identify problems and develop innovative solutions. 6. Ability to effectively engage/partner with or lead working groups and teams to collaborate across the organization and externally for the purpose of maximizing training program effectiveness. 7. Ability to communicate effectively both orally and in writing; problem solve complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
