Naval Facilities Engineering Command ENGINEERING TECHNICIAN in Everett, Washington

Summary You will serve as a ENGINEERING TECHNICIAN in the PUBLIC WORKS DEPARTMENT, PRODUCTION DIVISION of NAVFAC NORTHWEST. Responsibilities You will provide engineering support services in the field of construction contracts between the Navy and private parties. You will administer the Construction Quality Managment Program on all assigned projects. You will facilitate effective relationships and processes between contractors, clients and government team members to ensure a product is provided on schedule and within cost. You will review contractor cost proposal by performing cost and price analysis to highlight hidden and unnecessary costs, providing input to the construction engineer preparing the pre- and post- negotiation documentation. You will evaluate and recommend necessary corrections in the Contractor Quality Control System and its operations. Specialized experience must demonstrate the following: 1) Reviewing, assessing, and resolving complex construction and design problems; 2) Reviewing project plans and specifications prior to contract award for technical soundness and compliance to meet requirements; 3) Utilizing construction project scheduling software to track the progress of assigned construction projects; and 4) Reviewing contract packages. Specialized experience must demonstrate the following: 1) Reviewing and processing contractors' submittals including progress schedules, safety plans, quality control plans, and utility outage requests; 2) Preparing technical analysis and cost estimates; 3) Reviewing project plans and making recommendations; 4) Managing construction operations between contractors, station personnel, and other government agencies; and 5) Performing cost and price analysis to provide input on pre- and post-negations.
