Position Summary

Under general supervision, this position manages the Internal Compliance Program for NERC mandatory reliability standards. Identifies areas of compliance risk, oversees internal audit functions related to NERC standards, develops compliance programs, and protocols, and works to limit compliance risk.

Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:

  • Develop and draft compliance policies, protocols, and procedures; demonstrate a thorough knowledge of NERC mandatory reliability standards; develop a comprehensive internal controls program at the Requirement level to identify potential compliance hazards and mitigate associated compliance risk. Audit, evaluate, and monitor Utilities’ ERM strategies as they apply to NERC compliance.

  • Manage a staff of Compliance Specialists, Senior Compliance Specialists, and Compliance Officers in providing interpretations and guidance; communication with external entities including regulatory bodies, peer utilities, trade associations, and applicable industry work groups; oversight of and limited assistance with compliance tasks to reduce the Utilities’ compliance risk exposure.

  • Support an accurate and regularly updated risk register as the Utilities’ primary NERC compliance expert to methodically catalogue and record risks; apprise Senior Management and Department Managers of the potential compliance risks inherent in the Utilities’ operation of the Bulk Electric System; report on compliance risk levels comparative to the Internal Compliance Program.

  • Collaborate, engage, and meet regularly with various departments and multiple personnel across the Utility to stay abreast of NERC compliance issues and areas of weakness; minimize the Utilities’ risk by working proactively and cohesively with Utility personnel to ensure adoption of inherently compliant processes and procedures.

  • Develop and implement continuous improvement processes including root cause analysis of all internal control violations, near misses, or compliance violations; document lessons learned from all major activities including annual self-certifications, internal and external audits, and spot checks.

  • Perform on going analysis and review of internal policies to ensure adequacy for purposes of compliance risk mitigation; review compliance standards, ensure adherence to set standards, and remain current on all industry trends and practices; develop and document strategies on how to respond to identified compliance risk exposure.

  • Demonstrated commitment to Grant PUD’s mission, vision, values, and strategic plan. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.

  • Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

  • Actively support and participate in all aspects of our safety program, including but not limited to:

  • Following all safety policies and procedures.

  • Alerting supervisors and coworkers to unsafe or hazardous working conditions.

  • Reporting any safety incidents or close calls within 24 hours to your supervisor.

  • Accepting feedback from supervisors and coworkers regarding your own safety performance.

  • Actively support programs and actions that improve our Safety Culture by:

  • Supporting the presence of safety in your Department (e.g. Include safety messages in business conversations; begin meetings as appropriate with a safety minute).

  • Ensuring supervisors are monitoring the safety actions of their teams (such as completing safety training, reporting incidents timely, etc.).

  • Being viewed as a safety champion by stopping work if necessary, promoting safety activities (Continuous improvement team processes, Safety & Health Improvement Plan (SHIP) activities, etc.).

Education and Experience

Required

  • Bachelor’s Degree in Engineering, Business Management, Finance, or a related field.

  • 10+ years’ experience in risk management, compliance, audit, Bulk Electric System operations, electric utility operations business analytics or another related field.

Preferred

  • Master’s Degree in Business Management or a related field.

License and Certifications

Required

  • A valid State driver’s licenses with no restrictions.

Preferred

  • Certified Protection Professional, GIAC Critical Infrastructure Protection, Certified Information Systems Auditor, NERC System Operator, Professional Certified Investigator, Certified Business Resilience Auditor, or Certified Information Security Systems Professional.

Other Knowledge, Skills, and Abilities

  • Knowledge of department policies and procedures; Federal and State Rules; Compliance and Reliability; NERC mandatory reliability standards; NERC CIP; Power Delivery and Electric reliability across large areas; Bulk Electric System operations; internal controls; Utilities’ policies, procedures.

  • Skill in File and Record keeping; risk identification and management; asset protection including employee safety; utilizing MS office products; interpersonal skills including clear and concise communication both in writing and verbally.
