Position Summary

Under limited supervision, the Transmission Business Development Manager is responsible for the overall management of customer business relationships and collaborating with both internal and external stakeholders to ensure successful execution of projects involving interconnection to the Grant PUD transmission system. This position manages the relationship of transmission accounts by advocating within the District for new key customers seeking service and advises and coordinates strategic and daily issues facing customers from services supplied through Grant PUD.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Oversee and coordinate the analysis of key customer accounts including strategic or confidential planning issues, outage coordination, and infrastructure needs; collaborate with new and potential transmission customers to execute new and expansive transmission service projects.

  • Apply detailed understanding of the Grant PUD Open Access Transmission Tariff (OATT) and associated agreements and interconnection procedures, business practices, billing, operating procedures and other requirements to respond to and resolve customer inquiries and disputes as needed; influence management and staff within the District to craft protocols and respond effectively and appropriately to key customers.

  • Manage the interconnection process and monitor key milestones throughout the lifecycle of the project from initiation to commissioning; responsible for the strategic direction of approved projects, including scope, schedule and budget; collaborate with Power Delivery and Enterprise Project Management to ensure successful execution and client satisfaction.

  • Ensure interconnection projects are executed in a manner that supports the overall strategic direction and provides fair and nondiscriminatory access to Grant PUD’s transmission system; ensure compliance with all applicable federal, state and regulatory requirements, including FERC, NERC and WECC.

  • Deliver effective communication and coordination on transmission projects; improve customer satisfaction by developing and implementing processes and tools to support consistent execution and accurate communication; maintain various correspondence, records and files.

  • Provide strategic, market, commercial and technical input to the internal stakeholders and project team regarding project development and the interconnection process.

  • Consult and collaborate with various internal and external stakeholders in the development, implementation, coordination, communication, monitoring and reporting of annual and long-term plans and performance metrics specific to the transmission interconnection process.

  • Represent Grant PUD at professional and community activities and functions; maintain a productive relationship with assigned customers by understanding their business, technology and transmission needs; facilitate customer understanding of industry issues, rates, pending legislation, and the impacts to operations.

  • Advocate for a culture of safety amongst staff and customers by attending all safety meetings and adhering to all safety laws, guidelines, and requirements; demonstrate a commitment to safety standards by ensuring customers are given a safety review in all meetings and negotiations.

  • Performs related duties as required or assigned.

  • Demonstrated commitment to Grant PUD’s mission, vision, values, strategic plan and Grant PUD/IBEW Local 77 Code of Excellence. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.

  • Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

  • Actively participate in all aspects of our safety program, including but not limited to:

  • Alerting supervisors and coworkers to unsafe or hazardous working conditions.

Required Qualifications (Education, Experience, Licenses & Certifications):

Required

  • Bachelor’s Degree in Engineering, Business Administration, Public Administration, or related field.

  • Five (5) years of experience in customer service, project management, transmission, and/or utility experience.

  • A valid state driver’s license with no restrictions.

  • Possess excellent interpersonal skills to build strong client relationships; strong written and verbal communication skills to effectively present proposals and provide updates to customers.

  • Knowledge of Concepts, principles, theories, and methods surrounding large customer care; sales and account management methods to provide outstanding customer service; project management tools and techniques; financial competences with an attention toward detail; contract and service negotiation and follow up; energy regulations and efficiency.

  • Skill in technical experience in Distribution and Transmission services; project management; written and oral interpersonal communication; identifying and analyzing potential problems; utilizing MS office products; customized financial, billing, and customer service software, tools, and applications.

  • Ability to read and interpret technical information, financial reports, and legal documents.
