Summary The incumbent serves as an Air Traffic Control Specialist in the Air Traffic Safety Oversight Service (AOV). Responsible for implementing, conducting, auditing, and directing work activities required to achieve AOV goals. Responsibilities May act as a contributing specialist on broad work activities or may be individually responsible for projects or activities, which is to ensure continued National Airspace System (NAS) operational safety through the execution of AOV activities such as coordination, assessments, data review, and issue screening process. Typical assignments involve the design and integration, rule making, extensive research; and shared responsibility for project/program management. Verifies and evaluates test activities to ensure that developed changes are implemented as designed and meet air traffic operational safety requirements. Applies comprehensive knowledge during the review of design and development efforts of the FAA and AVS Safety Management Systems (SMS) and Safety Assurance functions and methodologies. Conducts cross-organizational policy analysis, alignment, and compliance assessments of policies and processes. Performs analysis and evaluations of safety data from multiple sources to be able to identify safety issues and makes recommendations to resolve these issues. Contacts are both internal and external to the organization. Collaborates with AOV counterparts, AVS colleagues, the Air Traffic Organization (ATO), and other internal and external entities. Serves as a key focal point for assigned activities. Typical contacts include other specialists, contractors, air traffic control specialists, and other technical and management personnel. Duties Performed at the J-band: The Air Traffic Control Specialist (ATCS) applies experience and comprehensive knowledge of air traffic control procedures and operations as well as an understanding of FAA, ATO or other National Airspace Systems (NAS)programs, regulations, and missions. The ATCS performs complex, specialized air traffic control assignments. Uses expertise of air traffic operations, processes, and procedures to review, analyze and evaluate safety data from multiple sources to identify potential safety issues and/or hazards to include emerging and evolving system risks. Develops and provides recommendations to management for preventing and correcting safety issues. Performs audits, assessments, inspections to ensure continued NAS operational safety and for determining Air Traffic Organization (ATO) compliance with national directives and policy to ensure an acceptable level of safety is being maintained within the ATO and the National Airspace System (NAS). Incorporates safety management and aviation data management as part of an integrated surveillance and control architecture for As an authority in air traffic operations, approves request for proposed changes to the NAS. Monitors all phases of air traffic operations and safety programs and provides input to improve system safety and, through the use of surveillance techniques. Investigates and assesses NAS operations and system so that newly identified hazards/risks and ineffective controls for system-wide safety issues are analyzed and mitigated, and safety performance can be measured and managed. Provides technical advice and guidance to senior level management regarding safety management, regulations, policies, processes and procedures, specifically in identifying safety hazards and risk mitigations in the NAS. Contacts are internal and external to the agency. Collaborates with AOV counterparts, AVS colleagues, the Air Traffic Organization (ATO), and other internal and external entities. Represents AOV to agency stakeholders (internal and external) as a senior point of contact on projects and programs, and communicates information to all levels and coordinate technical matters on behalf of AOV. Creditable experience must have equipped applicants with the knowledge, skills and abilities to perform the full range of duties of the position for which application is being made. To qualify for this position at the I payband you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H or FG/GS 12 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
