GENERAL DESCRIPTION
The Proposal Manager is responsible for the overall global management of the PLEXSYS proposal process in response to government and commercial Rough Order of Magnitude (ROM) estimates, Requests for Proposals (RFPs), Invitations to Tender / Invitations to Negotiate (ITTs / ITNs), Requests for Information (RFI s ), and Requests for Quotes (RFQs ) above $1M. This position is also responsible for oversight of established proposal development processes and procedures. Specifically, the Proposal Manager will lead proposal development, contribute to and direct content creation, and schedule and assign all proposal milestones/color team reviews to deliver solicitation compliant and winning proposals in alignment with company strategic objectives . The ability to meet deadlines, a commitment to teamwork, detailed follow-through, and a consistent attention to detail are key factors to success in this role. The P roposal M anager must be a team player who is an energetic self-starter and can quickly adapt and thrive in a multitasked, fast-paced environment. The ideal candidate has extensive experience developing winning proposals for contractors in the Defense industry .
DUTIES & RESPONSIBILITIES
Oversees the proposal process from start the finish, responsible for effectiveness and efficiency.
Expert knowledge and experience reviewing RFP documents, breaking out broad requirements, developing tasks to meet requirements, coordinating with proposal contributors to identify resources, generate estimates, assign pricing, and prepare and organize the written proposal.
Performs analysis of solicitation requirements and/or instruction to offeror requirements.
Expert knowledge of commonly used contracting methods and contract types related to requests for information submission, draft RFP outlines, and final RFP submissions.
Plans and carries out recurring work using established procedures, conferring with the Capture Team. Ensure all proposal requirements are met and clearly identified in each proposal submission
Manages the proposal volume leads and supporting team to ensure all required elements for a submission or response are complete and compliant throughout proposal cycle and at each color team review.
Coordinate with technical experts to draft proposal responses.
Record and manage action items from status meetings.
Read and interpret RFP requirements to align responses to themes contained in the RFP.
Ensure PLEXSYS win themes and strategies are aligned with RFP requirements to develop a compelling proposal.
Coordinate with Business Development, Accounting & Finance, Contracts, Customer Operations (all Business Units), Production, HR, Security/IT, and Export Control.
Ensure compliance with all PLEXSYS Bids and Proposals, Pricing, and associated corporate policies.
Perform other duties as assigned.
REQUIREMENTS
Seven or more years’ experience leading and winning multi-million-dollar government proposal efforts in the Defense industry, inclusive of Executive Summaries, Technical and Pricing Volumes, and Contractual Compliance.
Bachelor’s degree in a related field, or equivalent number of years’ experience.
Training and experience in managing proposals using industry standard methods responding to commercial, USG, and international RFIs/RFQs/RFPs.
Highly organized and suspense-driven work ethic.
Advanced communication skills; both oral and written.
Ability to multi-task, organize, and prioritize multiple ongoing projects.
Editing (spelling, grammar, readability) and proofreading skills.
Microsoft Office 365 Suite proficiency (Word, SharePoint, Excel, PowerPoint, Teams, etc.).
Experience with tools, such as government-approved AI for content creation, JIRA and Confluence.
Expert knowledge of Commercial and USG government contract types FFP, T&M and Cost Plus.
Working knowledge of government compliance in the FAR and various Agency Supplements such as DFARS, DAFFARS, GSAM/R, CAS, etc.
Ability to obtain a security clearance of secret or above.
