Summary You will serve as a CONTRACT SPECIALIST in the Contract Department Shop 400 of PSNS and IMF. Salary Ranges: GS-11: $81,242 - $105,612 GS-12: $97,376 - $126,585 Responsibilities You will administer and assign group of fixed price, cost reimbursable, indefinite delivery, and other types of contracts awarded to Master Ship Repair Agreement (MSRA) and Agreement for Boat Repair (ABR) contractors. You will monitor the contractor’s progress and performance assuring that the best interests of the Government are protected. You will administer the issuance, pricing and negotiation of contract modifications, changes for new work and growth work items and changes in delivery schedule. You will conduct negotiations with the contractor to reach an equitable settlement which is fair and reasonable to both parties. You will document final settlements, judgments made, and contractual actions taken in conformance with established policies. You will conduct conferences upon ship arrival with contractors to provide information and reach understandings of contract requirements, terms and conditions. You will prepare Determinations and Findings, utilizing results from research, on-site inspection and information obtained in discussions with the various technical, planning and legal personnel. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position: For GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting with awarding and administering fixed and cost price contracts to support the conversion or repair of naval vessels. For GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: gathering and evaluating price and cost data for a variety of pre-award and post-award procurement actions to support the conversion or repair of naval vessels. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. For GS-11 only education substitution in lieu of specialized experience: Successful completion of a Ph.D. or equivalent doctoral degree.
