Summary You will serve as a CONTRACT SPECIALIST in the CONTRACTING DIVISION of NAVFAC NORTHWEST. Responsibilities You will advise technical representatives on anticipated procurement requirements. You will perform all contractual pre-award functions. You will analyze and evaluate cost and pricing data to determine cost or price reasonableness. You will conduct post-award conferences with the contractor to clarify contractual requirements and special provisions. You will resolve request for equitable adjustments, claims, and disputes. Requirements Conditions of Employment Qualifications In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Conducting acquisition planning and contract pre-award and post-award functions to determine method of procurement and contract type, documenting acquisition strategy, and obtaining appropriate approvals;2) Awarding contracts for procurements of extensive construction and architect-engineer services;3) Administering contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations and claims disputes, and contract terminations; and4) Interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues.NOTE: This experience must be fully and clearly supported in your resume. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
