Job Description The Public Awareness Program Manager is the subject matter expert on pipeline safety public awareness compliance and electric safety awareness. It is responsible for establishing, improving and managing programs that train fire and police in responding to gas emergencies, maintaining liaison between Gas First Response and fire and police department, informing the public and government officials about natural gas safety, and reducing risky behavior among plumbers that could lead to cross bore explosions. Upholds the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety. Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations. Job Responsibilities Program Development: Develop and adapt PSE's public awareness programs in order to keep abreast of changing federal and state requirements as well as to protect the public's trust in PSE. Program Management: Ensure compliance with state and federal regulations governing pipeline safety public awareness. Administer the company's programs for (1) training fire fighters and police in responding to gas and electric emergencies; (2) ensuring that GFR maintains regular liaison with emergency responders; (3) raising awareness among plumbers that they are risking their lives by not follow safe procedures for clearing sewers; and (4) informing the public and government officials about how to detect and respond to a gas leak. External Communication: Assist Gas Operations in developing communications strategy and messaging to customers on gas operations issues such as the difficulty of gaining access to customer facilities to inspect meters and the messaging during special circumstances, such as the boring of the Seattle tunnel, that raise risks of gas leaks; Speak to the public, plumbers, fire fighters and police officers on natural gas safety; Represent PSE on intercompany councils such as the Pipeline Association of the Northwest; and Serve as PSE's point person for resolving customer complaints against Hydromax USA. Data Management: Ensure that PSE's compliance with federal and state law is adequately documented; serve as the SME during audits conducted by the UTC. Contribute as needed to other projects within the public safety team. Performs emergency and storm duties. Performs other duties as assigned. Minimum Qualifications Bachelor's degree in communications, journalism, public policy, business, liberal arts or related field or equivalent experience; or an equivalent combination of education and experience. 5 years experience in communications, safety, public outreach or comparable experience. Knowledge of laws and regulations governing pipeline safety public awareness. Ability to diagnose public safety program needs and achieve consensus among stakeholders on strategies and tactics to satisfy those needs. Excellent planning, writing and speaking skills. Ability to represent and/or advocate for the company on external, state-level industry councils.
