Manager, Program DevelopmentJob LocationsUS-WA-BothellRequisition ID2021-13073Position TypeFull TimeCategoryAerospace/Aviation/DefenseOverviewResponsible for the management of all program development contracts and research projects within GD-OTS Seattle, including department budget and personnel responsibility and pursuing new business opportunities.Major Position ResponsibilitiesEstablishes department goals and objectives, budgets, and procedures that support development program goals and assure program objectives are met.Maintenance of relationships with customers and involvement in new business and bid & proposal opportunities.Responsible for the management of Development proposals including the development of proposal strategy, proposal structure, management and technical write ups, program schedule and the generation of cost and pricing data.Supervises and approves proposals for contracts within limits provided by position Responsible for management of all contracted development programs, including planning, budgeting, and reporting of status and variance on a monthly basis.Is the Supervisor for the Development Program Team Leads. Responsibilities include definition of program assignments, hiring, mentoring and training of staff, as well as providing programmatic and technical consultation.Maintains a well-organized, neat and safe work area. Immediately terminates any unsafe activities and advises the EH&S contact of the same.Demonstrates and promotes teamwork and cooperation with team members at all levels in the organization to solve problems and improve processes.Job Dimensions (Budget, Staff, Work Environment, etc.): Interfaces with all other disciplines within the GD-OTS Seattle organization and external customers. Works extended hours & travels, as required by the operation, to meet company & customer commitments.Basic QualificationsStrong leadership, independent thinking, prioritization, organizational and planning skills.Ability to perform in a fast-paced independent atmosphere. Self-starter, comfortable working independently, without day-to-day direction. Excellent analytical, technical and problem-solving skills.Demonstrates an understanding of technology or the ability to learn the emerging technologies as they relate to current and developing capabilities of the business unit.Ability to train, mentor, coach and motivate personnel. Ability to work within a team in a highly collaborative environment.Excellent communication and presentation skills (written and oral) in the English language.Ability to write proposals, reports, business correspondence and personnel reviews.Ability to read and comprehend complex instructions, correspondence and memos, write professional correspondence to individuals in government and industry, and effectively present information in one-on-one and group situations.Ability to outline solutions and brief to both high level executives and mid-level management.Computer proficiency (MS Office applications - Excel, Project, Word, PowerPoint, etc.).Strong interpersonal skills, with ability to work effectively in a team and across all levels of the organization.Education and/or Experience: Bachelor of Science degree in Engineering (Mechanical/Aerospace) required and at least ten (10) years of related experience in product development activity, including management/oversight of projects; or a Master of Science Degree in Engineering and at least eight (8) years of related experience.Per ITAR requirements, US Citizenship is required for employment.
