David Evans and Associates Environmental Scientist in Bellevue, Washington

DEA is currently seeking an Environmental Scientist to join our Water and Environment Business Unit's Environmental Planning and Compliance practice in our Bellevue, WA office. The primary focus of the person in this position will be developing environmental documentation for permitting submittals, field work, and preparing other technical documents. The successful candidate will work closely with senior biologists and Project Managers on water, energy and transportation infrastructure, projects throughout the region. DEA's Environmental Planning and Compliance (EP&C) practice specializes in natural resources management; local, state, and federal environmental permitting; Clean Water Act (CWA), Endangered Species Act (ESA) and National Environmental Policy Act (NEPA) compliance; and land use and environmental planning. DEA works throughout Washington and the western United States on interesting and challenging projects with public and private clients including local municipalities, counties, ports, and transportation agencies, as well as utilities and renewable energy developers. Opportunities may exist to work on projects beyond the Puget Sound region including Oregon, California, Alaska, Idaho, Colorado and Utah. Responsibilities: Assist with: Conducting microvegetation surveys, wetland delineations, and other environmental/habitat surveys Performing desktop studies to catalog protected species and habitats Water Quality monitoring Performance monitoring of mitigation sites Assist with the development of: Environmental permit applications, including Joint Aquatic Resources Permit Applications (JARPA), Hydraulic Project Approvals (HPA), and State Environmental Policy Act (SEPA) and National Environmental Policy Act (NEPA) compliance documentation Critical areas reports, wetland delineation reports, and functional assessments Mitigation and monitoring plans Macrovegetation survey reports, and protected species observation plans Biological Assessments Other natural resource documents Desired Skills: Excellent technical writing skills and strong attention to detail Experience conducting field surveys and quantitative documentation of natural resources Experience with water quality monitoring and equipment Knowledge of and experience with Pacific Northwest plants, fish, and wildlife. Direct experience with environmental documentation in eelgrass habitats is a plus Knowledge of and experience with GIS and with GPS data collection Enthusiasm in providing high quality data and work products Ability to work in a highly flexible, team-oriented environment Additional Skills Preferred: Ability to apply engineering principles to environmental issues to develop sustainable solutions. Knowledge of, and experience with, state and federal environmental regulations and guidance, such as the CWA, ESA, NEPA, and SEPA Knowledge of, and experience with, preparing NEPA and SEPA documents, technical reports, wetland delineations, and mitigation requirements Experience preparing permit environmental applications for water, transportation, development, and/or energy projects CESCL certification, or willingness to become certified, is a plus Familiarity with engineering design plans/schematics and construction specifications is a plus Qualifications: Bachelor of
