Commander, Navy Installations EMERGENCY MANAGEMENT SPECIALIST (ASST RTF COORDINATOR) in Bangor, Washington

Summary You will serve as a ASSISTANT RESPONSE TASK FORCE COORDINATOR in the Emergency Management Division of COMMANDER, NAVY REGION NORTHWEST. Responsibilities You will advise on matters relating to an organization's emergency management program. You will conduct emergency management training to establish that personnel are prepared and certified in incident command systems. You will assess emergency management processes, plans, standard operating procedures, or guidance for compliance with established emergency management directives, regulations, civil rights laws, and standards. You will deliver presentations to relay emergency management program information, status, or changes. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinating, contingency planning and operational support of nuclear weapons incident response with local commands, first responders from County, State and National response assets; 2) Assisting in maintaining a ready force capable of performing a wide range of operations related to nuclear weapons accidents and incidents response, by planning, coordinating and executing exercises with multiple agencies to improve capability in handling a nuclear event; 3) Supporting the development and implementation of training programs that prepare our forces for a spectrum of operational scenarios as well as ensuring corrective actions are developed and implemented based on lessons learned; 4) Assisting in the management of training schedules, resources, equipment/documentation life cycle management, interagency partner relationships, Nuclear Weapons Response Enterprise (NWRE) collaboration/alignment, long range programmatic development plans, and personnel readiness tracking; 5) Researching, developing and executing for the Response Task Force training, and consolidate information from various sources into plans, procedures and reports. PHYSICAL DEMANDS: In case of disaster or emergency, the incumbent must be available and willing to respond on short notice to deploy into the field or off-installation and utilize appropriate personal protection equipment as necessary. WORKING ENVIRONMENT: The incumbent must be able to perform effectively in a highly stressful atmosphere, maintain 24-hour accessibility for both superiors and subordinates plus readjust priorities as changes in the uncontrollable workload arise based on threatening man-made or natural conditions. During a crisis, must be available for odd shift schedules and uncontrollable overtime. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Have successfully completed a Ph.D. or equivalent doctoral degree. OR Have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree. OR Have successfully completed an LL.M. degree that is related to the position being filled. OR Have a combination of experience and education that equates to one year of experience.
