Summary:

The Global Marine Operations Group is responsible for the safe, efficient, and reliable marine transportation of petroleum products. The Port Captain role will work closely with Commercial Marine Operations, Marine Assurance, Demurrage, and the Refineries/Terminals to support this objective, as well as provide subject matter expertise to ensure safe and efficient operations between the vessel and terminal. This position is located in Anacortes, WA.

Key Responsibilities:

  • Boards and attends vessel’s 24/7/365 at MPC, third party terminals, offshore lightering, and vessel inspections. Travels as directed 24/7/365 with valid passport.

  • Manages operational interface as a Marine SME between terminal and refinery berths and tankers, Articulated Tug Barge’s (ATB’s), tugs, barges, and marine service providers.

  • Reviews and coordinates vessel pre-arrival documentation.

  • Coordinates with Commercial, Refining, and Logistics to optimize marine transfer operations and ensure safe operations and environmental stewardship.

  • Provides marine operational support to Commercial, Refining, and Logistics.

  • Serves as a key member of the Marine Crisis Management Team.

  • Coordinates, manages, and attends lightering operations in the MPC system as directed.

  • Maintains working relationships with U. S. Coast Guard, state, local regulatory agencies, and the maritime community.

  • Supports Demurrage and Loss Control with research and resolution of claims and issues.

  • Conducts Category 1 or 3 OCIMF SIRE (Ship Inspection Report) inspections on behalf of MPC as assigned once certified.

  • Reviews tankers, tugs, and barges in advance of calling at MPC marine facilities.

  • Conducts ship and barge technical manager audits against the OCIMF TMSA.

Minimum Requirements:

  • Bachelor’s degree from a Maritime Academy required or a High School Diploma with 4 years senior deck or engine officer experience required in lieu of the bachelor’s degree.

  • Minimum 4 years of sea time required.

  • Extensive knowledge of tanker and marine terminal operations preferred.

  • Ability to obtain a passport.
