Basic Function HF Sinclair is seeking a Marine Assurance Manager in Anacortes, WA, who will be responsible to lead theMarine Transportation efforts to establish, maintain, and enforce vessel and terminal standards at the assigned refinery. Establishes, maintains and enforce vetting standards for all inland and ocean-going marine voyages within the scope of the Company's vetting standards. Provides oversight of marine loss control activities. Job Duties Marine Assurance Manager Major Accountabilities Monitor and report developments in marine regulations and practices that could impact shipping and or marine terminals. Handle operational problems and special operations with ships and deep-water equipment when requested. This could include oil spills on HF Sinclair chartered vessels. Attend vessels calling HF Sinclair owned/operated terminals to observe and assess vessel operations. Prepare reports and maintain files on vessels vetted and the ability to conduct cargo operations safely and efficiently. Perform risk assessments and vetting evaluations of all marine vessels nominated to conduct business on behalf of HF Sinclair. Perform vessel owner/operator reviews of companies conducting business on behalf of HF Sinclair. Serve as liaison and provide timely response to commercial group for vessel evaluation and guidance for requirements in a dynamic environment with changing priorities. Provide support in the implementation of the vetting standards and review/auditing process. Represent HF Sinclair's interests at local and regional vetting related functions. Conduct a periodic review of programs, processes, and metrics to ensure continuous improvement. Provides marine loss control oversight to ensure receipt of cargo paid for. Marine Assurance Manager Deliverables Report operational and safety issues and recommend improvements to shore facilities to improve the efficiency of loading / discharge of marine equipment. Investigate and/or report marine incidents. Establish solid working relationships with area regulatory, pilot and industry groups; achieved through participating in area marine industry groups, as well as refinery personnel. Identify, mitigate, and report on marine factors that expose HF Sinclair to elevated levels of risk. Provide updates on constantly changing regulations and local interest pertaining to marine issues. Assist, manage, and/or lead HF Sinclair vessel vetting assessments. Conduct marine terminal self-assessments. Special assignments or tasks assigned to the employee by their superior, as determined from timeto time at their sole and complete discretion. Experience A minimum of five years of job-related experience in a similar environment is required. Education Level A minimum of a Bachelor's Degree in related field, or an equivalent combination of education and work experience, is required. Required Skills Previous experience serving onboard ocean-going tankships or ocean-going tank barges; experience in marine inspections; and/or experience in tank vessel vetting. Previous vetting and/or loss control experience desirable. Supervisory/Managerial Responsibility None. Work Conditions Office, marine vessel, and plant based with up to 5% travel by land and air required. Petroleum refinery, warehouse/plant environment, and out-of-doors environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, wet and/or oil contaminated conditions, at both below grade and elevated positions, and working in confined spaces.
