Job Description

ICF has partnered with the Children s Bureau since 2003 to offer program support for federal child welfare monitoring initiatives. We seek a Child Welfare Specialist to work with federal staff at the Children s Bureau within the US Department of Health and Human Services. The position is based in the Region 10 Administration for Children and Families (ACF) office in Seattle, WA. The Child Welfare Specialist will serve as a supportive resource to Regional Office federal staff and be responsible for the timely completion of a number of child welfare related projects.

_Key Responsibilities:_

Providing support for Child and Family Service Reviews (CFSRs) and related work, including planning for reviews, charting CFSR activities for each State within the Region, assisting in the development of review and monitoring tools, providing analysis support regarding findings, and assisting in documentation of review findings. The Specialist will participate in CFSR reviews, including observing case review activities and stakeholder interviews, preparing States for their reviews, and organizing materials and guidelines for the process. The Specialist will support States with developing and monitoring any program improvement plans (PIPs) and conduct literature reviews on best practices in child welfare. The Specialist will be able to reference current and pending Federal and State child welfare legislation using legislative web pages and materials, will synthesize and analyze data, and produce reports to help federal staff provide evidence-informed support to their assigned States. In addition, the Specialist will review and comment on draft reports and also produce various draft products and resources, including internal tools, publications, reports, briefings, Q&A s and presentations. This position will be located onsite at the Region 10 Administration for Children and Families (ACF) offices in Seattle, WA. The expected travel is about 15% of time, intermittently.


_Basic Qualifications:_

Master s Degree in Social Work (MSW). US citizenship is required A minimum of 10 years experience in child welfare, including direct services and related T/TA Proficiency in MS Word and Excel required Direct child welfare experience required with experience within a government setting (Federal or State) preferred. Direct experience in the CFSR process, PIP development and/or implementation, or similar Continuous Quality Improvement or Quality Assurance processes preferred. The candidate must possess exemplary interpersonal, collaboration, and written communication skills; understand and exhibit the ability to synthesize both qualitative and quantitative data; link indicators and outcomes, and analyze findings for the purpose of improving outcomes and identifying causality, tends, and contextual explanations. The candidate must demonstrate an ability to work in a fast-paced team environment; show commitment to accuracy and detail; and be able to plan and manage multiple, demanding tasks under critical timeframes in a highly confidential environment. Candidate must be comfortable working in a self-directed manner as well as being part of both Federal and contractor project teams.
